Application

This unit describes the skills required to manage persons in care or custody, including assessing the needs of persons in care or custody, providing services and assistance, and processing individuals.

This unit applies to those working in a policing environment.

The skills and knowledge described in this unit must be applied within the current legislative, regulatory and policy environment in which they are carried out. Current organisational policies and procedures must be consulted and adhered to, particularly those related to work health and safety (WHS), mental health legislation, custody processes and duty of care obligations.

Those undertaking this unit would generally independently and under mostly indirect supervision. They would perform complex tasks and be required to evaluate and access support from established sources and would show adaptability across a broad range of familiar and/or unpredictable contexts.

No licensing, legislative or certification requirements apply to unit at the time of publication.

1. Determine assistance required by persons 

1.1 Conduct initial assessment to determine whether a care or custody situation exists.

1.2 Assess care or custody situation to determine extent, type and nature of assistance required.

2. Manage persons in care 

2.1 Assess persons in care to identify potential risks and requirements.

2.2 Develop care plan in accordance with identified risks and requirements.

2.3 Provide assistance to persons according to care plans.

2.4 Monitor situation to adjust care plan as required.

2.5 Assess risk continually to ensure the security of persons in care.

2.6 Review care plans to support duty of care obligations.

2.7 Communicate information to stakeholders while in care/custody and during handover.

3. Process persons in custody 

3.1 Determine custody status of persons to initiate processing.

3.2 Assess special needs of persons in custody to inform processing.

3.3 Assess risk continually to support the security of persons in custody.

4. Provide services to persons in care or custody 

4.1 Identify services and resources required to provide support to persons in care/custody in order to develop a care plan, taking into account constraints.

4.2 Identify handover requirements for planning and implementing purposes.

4.3 Document services provided to persons in care/custody for record keeping purposes.

Performance Evidence

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.

  • identifying extent, type and nature of assistance required by persons in care or custody
  • demonstrating situational awareness to identify safety risks to self, colleagues and public
  • identifying services and resources, both internal and external, required to manage persons in care and custody
  • delivering assistance to persons in care or custody, according to care plan and duty of care obligations
  • planning handover requirements for individuals
  • communicating verbally and in writing with internal and external stakeholders for both the delivery of services and handovers

Knowledge Evidence

Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the depth of knowledge demonstrated must be appropriate to the job context of the candidate.

  • duty of care responsibilities and custodial practices
  • capabilities, powers and authorities of services external to policing
  • laws, policies and procedures pertaining to providing for, processing and escorting persons in care or custody
  • bail processes
  • police cell routines, procedures and security arrangements

Assessment Conditions

This unit contains no specific industry-mandated assessment conditions. Guidance on suggested and recommended conditions and methods can be found in the Implementation Guide.

Assessors must satisfy the NVR/AQTF mandatory competency requirements for assessors.
